Alexander S. Preker


Mr. Alexander S. Preker is President and CEO of the Health Investment & Financing Corporation and a member of the board of several of the companies.  He is a Founding Member of the New York Chapter of the Keiretsu Forum, an LLP with Keiretsu Capital and an active investor in early stage companies that have a potential high impact in the health sector.  Mr. Preker is one of the Commissioners for the Global Commission on Pollution, Health and Development, a Member of the Board of the USA HealthCare Alliance, and the Chair of the External Advisory Committee for the International Hospital Federation.  He is the Editor-in-Chief for the World Scientific Series on Health Investment and Financing.  And he is an Executive Scholar and Adjunct Professor at Columbia University, New York University and Ichan School of Medicine at Mt. Sinai.

The Health Investment & Financing Corporation is a New York and Washington, DC based firm that specializes in investment and advisory services as well as business intelligence for small and medium size health care businesses. The Keiretsu Forum is the largest network of angel investors in the world with an investment portfolio of over US$700 million.  Keiretsu Capital is a US$10 million early stage equity fund.


Prior to his current work, Mr. Preker had a distinguished career, working at different times for International Bank of Reconstruction and Development (IBRD), International Development Association (IDA), International Finance Corporation (IFC) and World Health Organization (WHO).  

From 2007 to 2012, Mr. Preker was Head of the Health Industry Group and Investment Policy for the International Finance Corporation (IFC). In this position, he led a team of advisors and analysts that worked with policy makers, investors and health businesses in improving the market environment for private sector participation in the health sector in developing countries. He and his team set up a US$1 billion Investment Facility for Health to support expansion of small and medium size businesses in the Africa Region and the preparatory work for setting up a similar facility for Asia.

Previously, as Chief Economist for the health sector, he coordinated the technical team that prepared the World Bank’s Health, Nutrition and Population Sector Strategy in 1997. During the past 15 years, this strategy has provided a vision for the World Bank’s engagement in the health sector in low- and middle-income countries, leading to an annual lending pipeline of about US$3 billion and total portfolio value in the range of US$15 billion.  

During his Bank career, Mr. Preker has worked with both Lawrence Summers (former Director of the National Economic Council under the Obama Administration) and Joseph Stiglitz (recipient of the Nobel Memorial Prize in Economic Sciences) during their respective tenures as Chief Economist for the World Bank Group as well as many Ministers of Health, Finance, Economic Development and other senior officials as well as private investors and businesses in the client countries he served.

Mr. Preker has published extensively, having written many scientific articles and authored of over 15 books. He is a globally recognized expert on health insurance, health financing, capital finance, and private sector development in the health sector.

Currently Mr. Preker is the Editor-in-Chief for the World Scientific Series on Health Investment and Financing. He is the Chair of the External Editoral Board for the World Hospitals and Health Services Journal. While at the World Bank, he was a member of the Editorial Board for the World Bank’s External Operations Publication Department and Editor-in-Chief of the Business of Health Publications. Today he is the managing editor for Health Investment & Financing (HIF), an information gateway for health investment and financing and Health Industry (HI), a health care industry review.

Mr. Preker holds several academic appointments.  He is an Executive Scholar at the Icahn School of Medicine at Mount Sinai in New York, an Adjunct Associate Professor of public policy at New York University's Robert F. Wagner Graduate School of Public Policy and an Adjunct Associate Professor for Health Care Management at the Mailman School of Public Health at Columbia University in New York. In the past he has taught at the Berkeley/Cambridge Health Leadership Forum and at the Faculty of Management, McGill University in Montreal. He was previously on the External Advisory Board for the Health Group at the London School of Economics and Political Science. 

Mr. Preker's training includes a Ph.D. in Economics from the London School of Economics and Political Science, a Fellowship in Medicine from University College London, a Diploma in Medical Law and Ethics from King’s College London, and a MD from University of British Columbia/McGill.
